The group plainly acknowledges the differences among the 12 member nations of NATO which threaten the progress of defense today. welded into instrument of Asserting that, NATO be peace so strong there can be no war," it flatly states: "The Atlantic coalition today cannot approximate such strength" Letter to Americans BY PETER LISAGOR necessary as the answer to the "enforced unity of dictatorship" which has permitted the "empire of the aggressor" to gobble up three-quarters of a billion people stretching from the Elbe to the Pacific.

The committee of citizens offers no detailed recommendations for its broad-gauged program. But it urges the American people to "encourage and support" the work NATO's five-nation committee which will consider steps leading to the goals outlined in the letter. Significantly, the group appears to recognize frankly the weaknessto doubt its ability to "reconcile ires as now constituted a and reconciliables."
